<p><strong>En un contexto caracterizado por cambios acelerados, ¿qué significa para ti llevar a cabo una gestión excelente, innovadora y sostenible?</strong></p>\r\n

<p>La excelencia, la innovación y la sostenibilidad son factores clave en la Estrategia de las Organizaciones para su propio futuro, ya que coadyuvan a prepararse para el mismo, así como a generar confianza entre los grupos de interés en un contexto como el actual, inestable y cambiante en el que todo puede ocurrir, procurando la sostenibilidad en el futuro, incorporando criterios medioambientales, sociales y de buen gobierno, innovando de forma constante para aportar un valor añadido a los grupos de interés, flexibilizar los procesos y adaptarse a los cambios del entorno VICA (volátil, incierto, complejo, ambiguo) en el que estamos inmersos.</p>\r\n
\r\n
<p>El propio Modelo EFQM, como se ha demostrado a lo largo de las últimas décadas, es de gran utilidad como Modelo de gestión enfocado a la transformación de la organización, siendo el Liderazgo pieza fundamental.</p>\r\n
\r\n
<p>Para verificar la calidad y la excelencia en la Gestión, las organizaciones han de <strong>vincular su propuesta de valor y su propósito corporativo</strong> al impacto social y ambiental que generan, ya que se espera que desempeñen un papel clave en la resolución de los mayores desafíos sociales y medioambientales de nuestra era.</p>\r\n
\r\n
<p> </p>\r\n
\r\n
<p><strong>¿Crees que el “propósito corporativo” debe ser compartido por todos los grupos de interés de las organizaciones?</strong></p>\r\n
\r\n
<p>Afirmación evidente. Vivimos inmersos en una etapa disruptiva, con cambios drásticos que van a afectar radicalmente a la forma en la que vivimos y trabajamos. En este nuevo contexto, se espera que <a href="https://dobetter.esade.edu/es/covid-19-sostenibilidad-corporativa">las Organizaciones actúen como agentes del cambio social</a>.</p>\r\n
\r\n
<p>En dicho contexto y a los efectos de crear valor compartido con y para la sociedad, el propósito corporativo concebido como instrumento<strong> de cambio para la transformación corporativa</strong> y la mejora de la capacidad de anticipación a las disrupciones de nuestro tiempo, ha de ser inexcusable y compartido por todos los Grupos de Interés de las Organizaciones, y ha de estar vinculado al propio impacto social y ambiental que las mismas generan, sirviendo de guía a la estrategia de futuro como “Agentes indispensables para el cambio social y ambiental”.</p>\r\n
\r\n
<p>Por esta razón, considero que el propósito corporativo debe responder a <strong>cómo una organización hace frente a los desafíos globales</strong> creando valor compartido para toda la sociedad, contribuyendo a la resolución de los retos de la sociedad de forma rentable.</p>\r\n
\r\n
<p> </p>\r\n
\r\n
<p><strong>¿Podrías darnos algún ejemplo de práctica inspiradora con relación a la gestión?</strong></p>\r\n
\r\n
<p>El organismo fue pionero, hace ya más de tres décadas, en la articulación e implantación de instrumentos orientados al fomento de la motivación de los profesionales, tales como el <strong>Incentivo de Productividad del Personal del SPGR</strong>, convirtiéndose en motor del incremento del compromiso personal y mejorando los resultados globales en la gestión de las necesidades de nuestros Grupos de Interés Clave, como es el caso de los ayuntamientos conveniados de la Provincia de Jaén.</p>\r\n
\r\n
<p>Esta práctica puede ser considerada como Modelo de Referencia para otras Organizaciones como base para la generación de valor añadido a todos los Procesos de Gestión.</p>\r\n
\r\n
<p>Entre el 2000 y 2022 se implantó el <strong>Sistema de Gestión de Calidad</strong> y la <strong>Gestión por Procesos</strong> según la norma<strong> ISO 9001:2000</strong>.</p>\r\n
\r\n
<p> El objetivo del organismo ha sido la aplicación del Modelo EFQM, pero la misma nos lleva a pretender incidir en aquellos aspectos del Modelo que en nuestro organismo, por las características de su “clientela”, necesita reforzar más aun creando un referencial por un comité de expertos. La <strong>Certificación de Referencial Qualicert </strong>se obtuvo tras superar con éxito la auditoría de certificación en el año 2005, y se verificó con las auditorías de seguimiento realizadas posteriormente. En el año 2008 se llevó a cabo la auditoría de renovación y fue superada con éxito.</p>\r\n
\r\n
<p>Por tal circunstancia, hemos incorporado al procedimiento principal el Sistema de Certificación Qualicert, que surge de la buena experiencia que se ha demostrado en organizaciones que ya la han aplicado, y cuyo objetivo fundamental es definir, controlar y mejorar la calidad del servicio ofrecida por la organización, lo que redundará en una mayor satisfacción de sus clientes, garantizando a la organización una calidad de servicio objetiva, percibida por los usuarios y que será demostrada a través de una certificación, requiriendo a la organización escuchar de manera permanente la voz de sus clientes, con el ánimo y meta constante de lograr la excelencia en calidad de servicio. El proceso constituye una herramienta de mejora de la calidad de los servicios prestados por los profesionales suponiendo un impulso fundamental para uno de los objetivos estratégicos primordiales del organismo, el cual es el aumento de la satisfacción de municipios y ciudadanos.</p>\r\n
\r\n
<p>El respeto y cumplimiento de los compromisos desarrollados en el Referencial y la profesionalidad exigida en la certificación garantizan la adecuación permanente de la calidad del Servicio Provincial de Gestión y Recaudación de la Diputación Provincial de Jaén. Cualquier administración que persiga estos fines podrá tomar este referencial como línea de actuaciones, adaptándolo a sus competencias y estructuras.</p>\r\n
\r\n
<p>Asimismo, el organismo obtuvo en el año 2008 el reconocimiento Sello EFQM 400+.<strong> </strong>Menos los procesos de Gestión de la Calidad por el Club Excelencia en Gestión y Fundación Europea para la Gestión de la Calidad EFQM, equivalentes al anterior Sello Plata de Excelencia.</p>\r\n
\r\n
<p>Posteriormente en 2010, fue distinguido de nuevo con el Sello EFQM 500+, el máximo reconocimiento de calidad a nivel europeo que se concede según el Modelo EFQM (antiguo Sello de Oro de Excelencia), una herramienta de autoevaluación que permite el desarrollo y la mejora de los sistemas de gestión de las organizaciones para hacer frente a líneas de actuación dirigidas a la obtención de la máxima calidad en su labor. Con la obtención de este Sello a nivel europeo, la Diputación de Jaén se convierte en la primera administración local andaluza y en la tercera española que cuenta con este certificado, lo que confiere un mayor valor, si cabe, a la consecución de esta distinción y avala el trabajo desarrollado desde el organismo para conseguir la máxima eficacia y eficiencia en el funcionamiento de los distintos servicios. Esta labor se ha visto reflejada en la consecución de diferentes objetivos, que abarcan desde la obtención de porcentajes recaudatorios que rondan todos los años el 90% e, incluso lo superan, hasta la puesta en marcha de la Oficina Virtual, la publicación anual del cumplimiento de compromisos adquiridos en la Carta de Servicios o el alto grado de satisfacción de los clientes, tal y como muestran las encuestas realizadas a los mismos. Este reconocimiento es el fruto del trabajo e implicación de los trabajadores del organismo.</p>\r\n
\r\n
<p>Apostamos por el reto de la mejora continua para alcanzar una gestión ejemplar. La renovación del Sello EFQM 500+ llevada a cabo en 2012, y las actuaciones, para una nueva renovación motivo de la revisión y perfeccionamiento de los Agentes, Resultados y Acciones de Mejora, son sin duda una muestra más de la firme apuesta por la excelencia y un reconocimiento a una gestión de máxima calidad. <strong>En la actualidad nos encontramos inmersos en la 6ª autoevaluación, antesala para la renovación de la certificación según el renovado Modelo EFQM.</strong></p>\r\n

<p>Nuestro ánimo es seguir trabajando en nuevos proyectos y mejoras que redunden en un aumento de la eficacia y calidad en el ejercicio de nuestras competencias.</p>\r\n

<p><strong>¿Qué película vinculada con la gestión de las organizaciones recomendarías?</strong></p>\r\n
\r\n
<p>“Moneyball: Rompiendo las reglas” (2011), adaptación de la novela “Moneyball: El arte de ganar en un juego injusto” de Michael Lewis publicada en 2003, basada en la historia real de Billy Beane, gerente general del equipo de béisbol Oakland Athletics, que acaba de perder otra temporada más. Decidido a relanzar el equipo, y con la ayuda del joven economista Peter Brand (<a href="https://es.wikipedia.org/wiki/Jonah_Hill">Jonah Hill</a>), utilizará las estadísticas avanzadas de este para fichar a los jugadores que cree más oportunos. Un método que no es compartido por sus compañeros, ni por el entrenador del equipo Art Howe (<a href="https://es.wikipedia.org/wiki/Philip_Seymour_Hoffman">Philip Seymour Hoffman</a>).</p>\r\n
