<p style="text-align: justify;">Lourdes Porta es la Subdirectora de Gestión Integral de Riesgos en Adif, la organización anfitriona de la última reunión del Grupo Benchmarking 500+ en el que realizó una ponencia relativa a la gestión de riesgos, contando la experiencia de Adif.</p>\n
<p style="text-align: justify;"><strong>¿Cuál sería un resumen general de tu ponencia para todos los lectores de Visión?</strong></p>\n
<p style="text-align: justify;">Esta modalidad de encuentro ha sido muy enriquecedora, nos ha permitido comprobar que el modelo que se ha planteado en Adif está alineado con el enfoque que se le quiere dar a la gestión integral de riesgos en el ámbito empresarial, teniendo todos aún bastante camino por recorrer. Además, hemos podido intercambiar experiencias con responsables de riesgos de otras organizaciones y vamos a seguir colaborando en este campo que está en evolución permanente.</p>\n
<p style="text-align: justify;">Adif es una empresa con una fuerte cultura de gestión de riesgos en el ámbito de la seguridad integral y en la actualidad estamos evolucionando el modelo integrando los riesgos en la estrategia, de manera que quedan vinculados los objetivos estratégicos y de negocio con los riesgos, lo que nos permitirá realizar una mejor gestión al disponer de una visión global, monitorizando y siguiendo la actividad de manera conjunta con los riesgos inherentes a la misma.</p>\n
<p style="text-align: justify;"><strong> ¿Se puede suponer que los riesgos empresariales son temas muy distintos según el sector?</strong></p>\n
<p style="text-align: justify;">Los riesgos a "alto nivel" responden mayoritariamente a los mismos conceptos en todas las organizaciones, pero tienen un desarrollo y afectación diferente dependiendo del tipo de actividad de la empresa y su estrategia, lo que requerirá que la gestión de los mismos sea desarrollada de forma específica en cada caso, dándole mayor ponderación a una tipología de riesgos frente a otra. Adicionalmente este factor se suma a la importancia que tiene el modelo organizacional de cada entidad para adaptar los sistemas de gestión de riesgos. Por ejemplo, en el caso de Adif, la seguridad es un factor muy relevante debido a nuestra actividad así como los riesgos medio ambientales.</p>\n
<p style="text-align: justify;"><strong>¿Crees que está suficientemente regulado e implantado el control de riesgos?</strong></p>\n
<p style="text-align: justify;">En la actualidad se aprecian tendencias que tratan de normalizarlo desde diferentes perspectivas, dado que el control de riesgos ha de estar totalmente integrado en la actividad, en los resultados, en la estrategia, etc. Algunos elementos están ya bastante regulados, como la gestión de la seguridad ferroviaria o el Control Interno de la Información Financiera, pero es necesario que se converja a modelos más estandarizados que permitan utilizar medidas homogéneas y aportar una visión global que permita una correcta toma de decisiones. Ser capaz de aportar una información que sea comparable entre las distintas entidades o negocios puede ser la clave para simplificar su aplicación en la toma de decisiones y dar así un mayor valor añadido a la Gestión del Riesgo.</p>\n
<p style="text-align: justify;">En cuanto a su implantación, en empresas de cierto volumen y complejidad encontramos niveles semejantes, pero en general aún hay un nivel desigual de implantación ya que la formalización de la gestión del riesgo está vinculada al nivel de madurez de la organización.</p>\n
<p style="text-align: justify;"><strong>¿Cuál es la mejor metodología para elaborar mapas de riesgos?</strong></p>\n
<p style="text-align: justify;">Aunque hay algunas diferencias en los métodos y técnicas, parece que todos estamos de acuerdo en que los mapas de riesgos deben ofrecer una visión simple de la entidad y mostrar el estado de los riesgos relevantes respecto a su probabilidad e impacto, tanto desde el punto de vista inherente como el residual, una vez aplicados los controles. También hay consenso en que la identificación del riesgo debe ser aportada por los responsables de la actividad, y estos deben participar también de forma activa en su análisis y valoración, como integrantes de la primera línea de defensa.</p>\n
<p style="text-align: justify;">Adicionalmente es fundamental disponer de un "cuadro de mando" que integre los objetivos estratégicos con los riesgos de manera que se pueda realizar un seguimiento de la actividad estratégica y disponer de la información adecuada que permita una gestión efectiva.</p>\n
